It’s not that uncommon to have a low battery after an airplane comes out of annual. The shop probably used your battery to power the gear swings, check the lights and pitot heater and a few other things.

Sounds like a battery problem. Have you tried just charging the battery? If there is another battery available, you might try swapping that in to see if things work.
I own a 1961 PA-24 250, serial number 2408.
I recently went to pick up the airplane after annual inspection. When I turned on the master switch, the master switch solenoid began chattering and no power to anything. The mechanic replaced the solenoid without success, the problem was still there.
He then began checking for bad ground in multiple locations and power seemed to be restored to instruments and most items.
However, when engaging the starter, there was a large decrease in voltage but starter didn’t turn. Now looking at the starter as possible problem.
Would appreciate any suggestions.
