My friend Tom at Flight Line Group has this to say about your modification request.

I am not aware of any STC or modification to the baggage door. Though it sounds like a great idea.

I would have him reach out to a  DER ,structural engineer to see if they could come up with an inside release handle.

However , getting back there would take a lot of trying to get over the back seat in an emergency..

I am interested in either adding a second door for emergency egress or adding a locking/unlocking mechanism from the inside of the baggage compartment door.  I fly over water a great deal for US Coast Guard Auxiliary patrols and this would provide some additional peace of mind, especially for the back seat observer.  Do you know of any STCs for modifying a Piper Dakota in this way?

This is a 1981 and the serial # is 28-811064
